I always throw in a gift card from our local skate shop XLR8. One thing you should always do is shop at your local skate shop or skate park. Support the skateboarders, stay away from the chain stores/retail stores and support the people who support your local skate scene, who sponsor your local skaters and really care about skateboarding.
The best gifts for a skater is a good deck which is $40, good bearing $15, wheels $20, and some good trucks $20 a piece
